RESOLVED – That the minutes of the Development Control Committee held on 12 December 2017 be approved as a correct record for signature by the Chair.

Councillor Alan Whittaker declared an interest on item 3f 17/01014/FUL – Land West of Town Lane Farm, Town Lane, Heskin and left the meeting for the consideration of this item.

The Director (Customer and Digital) has submitted ten items for planning applications to be determined (enclosed).

The Director of Customer and Digital submitted ten reports for consideration. In considering each application, members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Full planning permission granted, subject to conditions and a signed S106 obligation to secure a travel plan.

RESOLVED (13:0:2) – That full planning permission be granted, subject to conditions in the report and a Section 106 agreement to secure a travel plan.

RESOLVED (11:4:0) – That full planning permission be granted, subject to conditions in the report and addendum with a revision that the car parking management plan is submitted prior to the commencement of the development and an additional condition to ensure the screening of windows at the second floor in the rear elevation of the building; the detailed wording of which be delegated to the Director of Customer and Digital in consultation with the Chair and Vice-Chair and the discharge application of the latter condition to be referred to Chair and Vice-Chair.

Councillor Danny Gee proposed that the application be refused on the grounds of inadequate parking. The motion was seconded by Councillor Tom Gray. A vote was taken and the motion was lost (4:11:0).

Members of the Development Control Committee agreed to visit the site of the proposal before detailed consideration of the application at a future meeting and to invite a representative of Lancashire County Council Highway Service to attend.

RESOLVED (unanimously) – That Members of the Development Control Committee visit the site of the proposal before detailed consideration of the application at a future meeting and that a representative of Lancashire County Council Highway Service is invited to attend.

RESOLVED (14:0:1) – That full planning permission for change of use be granted, subject to conditions in the report as amended in the addendum.

RESOVLED (11:2:1) – That full planning permission be granted, subject to conditions in the report and an additional condition ensuring the removal of sheds if they are not used for a period of twelve months; the detailed wording of which be delegated to the Director of Customer and Digital in consultation with the Chair and Vice-Chair.

Councillor Richard Toon proposed that the application be deferred for a site visit. The motion was seconded by Councillor Martin Boardman. A vote was taken and the motion was lost (6:7:0).

The Director of Customer and Digital presented a report which set out planning appeals and decisions received between 1 December 2017 and 8 January 2018.

One planning appeal had been lodged, two planning appeal decisions had been dismissed and one planning decision had been allowed.
