Planning applications to be determined The Director (Customer and Digital) has submitted seven items for planning applications to be determined (enclosed).

In considering the applications, members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals. |

1) The right of access to the site has not been proven and the Local Planning Authority cannot be satisfied that, on the balance of probabilities, access can be gained to the site via the route proposed. |

Minutes: The Planning Services Manager related to Committee an objection from a local resident, who owns a number of properties on Arley Street, submitted by a Mr Mason on his behalf for reasons regarding the appearance of the fence, the impact of the proposed use as a car park on residents’ amenity, a court order, access issues and surface water.
After careful consideration, it was proposed by Councillor Chris France, seconded by Councillor Gordon France, and subsequently RESOLVED (unanimously) – that full planning permission be granted subject to conditions in the report and addendum. |

Minutes: After careful consideration, it was proposed by Councillor Chris France, seconded by Councillor Alan Whittaker, and subsequently RESOLVED (unanimously) – that full planning permission be refused for the reason set out below;
1) The proposed stable building would be inappropriate development in the Green Belt and therefore harmful by definition. It is not considered that there are very special circumstances to overcome the definitional harm to the Green Belt. The proposal is therefore contrary to the National Planning Policy Framework. |

Planning Appeals and Decisions Received Between 29 January 2018 and 23 February 2018 PDF 91 KB To consider the enclosed report from the Director (Customer and Digital). Minutes: The Director of Customer and Digital presented a report which set out planning appeals and decisions received between 29 January and 23 February 2018.
Three appeals were lodged and two appeal decisions had been accepted and the costs awarded against the Council.
It was suggested that any letters on appeal be circulated to members and members to take note. |
