RESOLVED – That the minutes of the Development Control Committee held on 7 March 2017 be approved as a correct record for signature by the Chair.

Councillor Paul Walmsley declared a personal interest on item 3g 17/00083/FULHH – 124 Rawlinson Lane, Heath Charnock, Chorley, PR7 4DF and left the meeting for consideration of this item.

The Director (Customer and Digital) has submitted seven items for planning applications to be determined (enclosed).

The Director of Customer and Digital submitted seven reports for planning permission consideration. In considering the applications, members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representation and submission provided by officers and individuals.

The Chair informed the committee that item 3e 17/00016/FULMAJ – St. Bede’s Parish Hall, Brownley Street, Clayton-le-Woods, Chorley, PR6 7JF would be deferred for consideration at the Development Control Committee meeting to be held on 25 April 2017 to allow officers to review the notification of the meeting.

RESOLVED (10:4:0) – That conditional planning permission be approved subject to an initial period of 12 months in addition to conditions seeking consent for the use of the nearby pub car park and securing the removal of the temporary portakabin if not used for a period of three months; the wording of which be delegated to the Director of Customer and Digital in consultation with the Chair and Vice Chair.

Decision deferred to allow Members of the Development Control Committee the opportunity to visit the site of the proposals.

The Director of Customer and Digital submitted a report for information on planning appeals received from Lancashire County Council and other bodies between 1 March 2017 and 31 March 2017.

One appeal had been lodged against the committee decision to refuse prior approval.
