RESOLVED (11:0:1) - That full planning permission be refused for the following reasons: 1. The proposed development would be located within the Open Countryside (as defined by the Local Plan). The proposal does not fall within any of the types of development identified in policy BNE2 as being acceptable in the Open Countryside. Insufficient reasons have been put forward to justify an exception to this policy. 2. By reason of the remote and inaccessible nature of the application site, the proposal would give rise to an unacceptable degree of vehicle movements that would be both harmful to the rural character of the area, sustainability and highway safety. The proposal is therefore contrary to policy ST3, BNE1 of the Local plan and the Framework. 3. Although the probability of a major accident is considered low, given the potential consequences of an explosion it is considered that the applicant has failed to demonstrate that the development can take place as applied for, without either a risk to the public or without putting the explosives facility in jeopardy contrary to the National Planning Policy Framework. |
