RESOLVED – That the minutes of the Development Control Committee held on 27 March 2018 be approved as a correct record for signature by the Chair.

The Director of Customer and Digital submitted three reports for consideration. In considering the applications, members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Decision:

Members of the Development Control Committee agreed to visit the site of the proposal before detailed consideration of the application at a future meeting and to invite a representative of Lancashire County Council Highway Services to attend the site visit.

Minutes:

Registered speakers: Andrew Caunce (Objector), Dr Gora Bangi (Applicant) and Aaron Beaver (Ward Councillor).

 

After careful consideration, it was proposed by Councillor Chris France, seconded by Councillor Paul Walmsley, and subsequently RESOLVED (unanimously) – That Members of the Development Control Committee visit the site of the proposal before detailed consideration of the application at a future meeting and to invite a representative of Lancashire County Council Highway Services to attend the site visit.

Full planning permission granted, subject to conditions and a Unilateral Undertaking to cease the use of the existing helipad.

Minutes:

After careful consideration, it was proposed by Councillor Paul Walmsley, seconded by Councillor Chris France, and subsequently RESOLVED (12:0:1) – that full planning permission be granted, subject to conditions in the report, including an amendment to the condition restricting the hours of operation until 21.00 hours as opposed to 22.00 hours, an additional condition to restrict the number of helicopter movements each day to be negotiated with the applicant and agreed in consultation with the Chair and Vice-Chair, and a Unilateral Undertaking to cease the use of the existing helipad.

Minutes:

The Director of Customer and Digital presented a report which set out planning appeals and decisions received between 23 February 2018 and 26 March 2018.

 

Two planning appeals had been lodged, five appeals had been dismissed and one appeal had been allowed with an application for the award of costs against the Council successfully defended and refused.
