RESOLVED – That the minutes of the Development Control Committee held on 17 July 2018 be approved as a correct record for signature by the Chair.

Councillor Aaron Beaver declared an interest on item 3h 18/00613/FUL – Holmes Farm, Sandy Lane, Brindle, Chorley, PR6 8LZ and left the meeting for consideration of this item.

The Director (Customer and Digital) has submitted 10 items for planning applications to be determined (enclosed).

Plans to be considered will be displayed at the meeting or may be viewed in advance by following the links to the current planning applications on our website.

The Director of Customer and Digital submitted ten items for consideration. In considering the applications, Members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Members were minded to grant outline planning permission, subject to conditions and no intervention from the Secretary of State in respect of the associated planning application reference 17/00715/OUTMAJ.

After careful consideration, it was proposed by Councillor Paul Walmsley, seconded by Councillor Christopher France, and subsequently RESOLVED (unanimously) – That Members be minded to approve outline planning permission, subject to conditions in the addendum and no intervention from the Secretary of State in respect of the associated planning application reference 17/00715/OUTMAJ.

Members were minded to grant outline planning permission, subject to conditions and a S106 Obligation and agreed that the application be referred to the National Planning Casework Unit to determine whether the Secretary of State wishes to call the application in for a decision in accordance with the provisions of Part 5 of the Town and Country Planning (Consultation) (England) Direction 2009.

After careful consideration, it was proposed by Councillor Paul Walmsley, seconded by Councillor Christopher France, and subsequently RESOLVED (11:0:2) – That Members be minded to approve outline planning permission, subject to conditions in the addendum and a S106 Obligation to secure the provision of public transport and that the application be referred to the National Planning Casework Unit to determine whether the Secretary of State wishes to call the application in for a decision in accordance with the provisions of part 5 of the Town and Country Planning (Consultation) (England) Direction 2009.

After careful consideration, it was proposed by Councillor Alan Whittaker, seconded by Councillor Aaron Beaver and subsequently RESOLVED (unanimously) – That the decision be deferred to allow members of the Development Control Committee the opportunity to visit the site of the proposals.

Cllr Danny Gee left the room but returned part way through consideration of the following item.

Full planning permission granted, subject to conditions.

After careful consideration it was proposed by Councillor Paul Walmsley, seconded by Councillor Alistair Morwood, and subsequently RESOLVED (12:1:0) – That full planning permission be granted, subject to conditions in the report.
