Decision – That the minutes of the Development Control Committee held on 15 January 2019 be approved as a correct record for signature by the Chair.

Councillor Martin Boardman declared an interest on item 3f 18/00416/OUT – Latvian Consulate, Pemberton House Farm, Park Hall Road, Charnock Richard, Chorley, PR7 5LP.

The Director (Customer and Digital) has submitted six items for planning applications to be determined (enclosed).

The Director of Customer and Digital submitted six items for consideration. In considering the applications, Members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

This item was withdrawn from the agenda.

This item was withdrawn from the agenda due to information being received from the archdiocese. Further conversations will now take place and the item will be reconsidered at committee on 5 March.

Full planning permission granted, subject to conditions for a temporary period ending 18 July 2021.

After careful consideration it was proposed by Councillor Paul Walmsley, seconded by Councillor Chris France and a decision was subsequently taken (unanimously) that full planning permission be granted, subject to the conditions in the report for a temporary period ending 18 July 2021. The final wording of the specified plans in condition 1 to be delegated to the Director of Customer and Digital in consultation with the Chair and Vice-Chair.

Decision deferred to allow members of the Development Control Committee the opportunity to visit the site of the proposals.

After careful consideration it was proposed by Councillor Neville Whitham, seconded by Councillor Yvonne Hargreaves and a decision was subsequently taken (unanimously) that the decision be deferred to allow Members of the Development Control Committee the opportunity to visit the site of the proposals.

Full planning permission granted, subject to conditions.

After careful consideration it was proposed by Councillor Chris France, seconded by Councillor Martin Boardman and a decision was subsequently taken (unanimously) that full planning permission be granted, subject to conditions in the report.

After careful consideration it was proposed by Councillor Danny Gee, seconded by Councillor Paul Walmsley and a decision was subsequently taken (unanimously) that full planning permission be granted, subject to the conditions in the report and addendum.

Cllr Martin Boardman left the meeting.

Outline planning permission granted, subject to conditions.

Cllr Yvonne Hargreaves declared a personal interest on this item as soon as she realised that she knew the applicant and offered to leave but Chair said that she was moving directly to the vote. Cllr Hargreaves stayed in the room but did not participate in the vote.

After careful consideration it was proposed by Councillor Chris France, seconded by Councillor Paul Walmsley and a decision was subsequently taken (unanimously) that outline planning permission be granted subject to conditions in the report and a Section 106 Agreement to secure a financial contribution towards the  improvement of public open space.

Cllr Martin Boardman returned.

Members resolved unanimously that the order be confirmed without modification.

The Director of Customer and Digital submitted a report which set out planning appeals and decisions received between 4 January and 31 January 2019.

Three planning appeals were lodged, three appeals were allowed including one with the application for the award of costs allowed, and one appeal was dismissed. One enforcement appeal had also been lodged.
