RESOLVED – That the minutes of the Development Control Committee held on 22 May 2018 be approved as a correct record for signature by the Chair.

Members are reminded of their responsibility to declare any pecuniary interest in respect of matters contained in this agenda.

There was one declaration of interest received.

Councillor Paul Walmsley declared an interest on item 3b 17/00940/OUT – Land 70m South of Garstang Farm, Ulnes Walton, Ulnes Walton and left the meeting for consideration of this item.

The Director (Customer and Digital) has submitted five items for planning applications to be determined (enclosed).

Plans to be considered will be displayed at the meeting or may be viewed in advance by following the links to the current planning applications on our website.

The Director or Customer and Digital submitted five reports for consideration. In considering the applications, members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Outline planning permission granted, subject to conditions.

After careful consideration, it was proposed by Councillor Danny Gee, seconded by Councillor Paul Walmsley, and subsequently RESOLVED (unanimously) – That outline planning permission be granted, subject to conditions in the report and a Section 106 agreement to secure a contribution towards the off-site provision of affordable housing.

Cllr Paul Walmsley left the room.

Decision deferred to allow Members of the Development Control Committee the opportunity to visit the site of the proposals.

After careful consideration, it was proposed by Councillor Alan Whittaker that the application be approved. The motion was seconded by Councillor Danny Gee. A vote was taken and the motion was lost (4:8:1)

It was proposed by Councillor Gordon France, seconded by Councillor John Dalton, and subsequently RESOLVED (unanimously) – That the decision be deferred to allow Members of the Development Control Committee the opportunity to visit the site of the proposal and to allow the applicant the opportunity to provide evidence that he is unable to obtain adequate insurance as indicated in the registered speaker’s address to the Committee

Cllr Paul Walmsley returned.

Full planning permission granted, subject to conditions.

After careful consideration it was proposed by Councillor Christopher France, seconded by Councillor Gordon France, and subsequently RESOLVED (unanimously) – That planning permission be granted, subject to conditions in the report.

Full planning permission refused.

Registered speaker: Tony Dixon (Supporter)

After careful consideration it was proposed by Councillor Paul Walmsley, seconded by Councillor Christopher France, and subsequently RESOLVED (unanimously) – That full planning permission be refused for the following reason:

1.      The siting of four storage containers comprises a series of buildings by virtue of their permanence. The storage containers are inappropriate development in the Green Belt and, therefore, harmful by definition. It is not considered that there are very special circumstances to overcome the definitional harm to the Green Belt. The proposal is, therefore, contrary to the National Planning Policy Framework.

Planning permission granted, subject to conditions.

After careful consideration, it was proposed by Councillor Paul Walmsley, seconded by Councillor Christopher France, and subsequently RESOLVED (unanimously) – That planning permission be granted, subject to conditions in the addendum.

The Director of Customer and Digital presented a report which set out planning appeals and decisions received between 11 May and 11 June 2018.

One planning appeal had been lodged, one appeal had been allowed and one appeal had been dismissed.
