In considering the applications, members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals. |

Minutes: After careful consideration, it was proposed by Councillor Danny Gee, seconded by Councillor Paul Walmsley, and subsequently RESOLVED (unanimously) – That outline planning permission be granted, subject to conditions in the report and a Section 106 agreement to secure a contribution towards the off-site provision of affordable housing.

After careful consideration, it was proposed by Councillor Alan Whittaker that the application be approved. The motion was seconded by Councillor Danny Gee. A vote was taken and the motion was lost (4:8:1)
It was proposed by Councillor Gordon France, seconded by Councillor John Dalton, and subsequently RESOLVED (unanimously) – That the decision be deferred to allow Members of the Development Control Committee the opportunity to visit the site of the proposal and to allow the applicant the opportunity to provide evidence that he is unable to obtain adequate insurance as indicated in the registered speaker’s address to the Committee
Cllr Paul Walmsley returned.

After careful consideration it was proposed by Councillor Paul Walmsley, seconded by Councillor Christopher France, and subsequently RESOLVED (unanimously) – That full planning permission be refused for the following reason:
1. The siting of four storage containers comprises a series of buildings by virtue of their permanence. The storage containers are inappropriate development in the Green Belt and, therefore, harmful by definition. It is not considered that there are very special circumstances to overcome the definitional harm to the Green Belt. The proposal is, therefore, contrary to the National Planning Policy Framework. |
