Appointment of Chair for the Meeting

Minutes:

Resolved – That Councillor Peter Moss be appointed as Chair for the meeting.

The Chair, Councillor Peter Moss, welcomed everyone to the meeting and asked those present to introduce themselves.

Apologies for absence were submitted on behalf of County Councillor K Iddon (Lancashire County Council) Councillors R Noblett (South Ribble Borough Council), P Leadbetter (Chorley Borough Council) and P Walmsley (Chorley Borough Council).

Minutes:

Resolved - That the minutes of the Central Lancashire Strategic Planning Joint Advisory Committee meeting held on 13 November 2018 be confirmed as a correct record and signed by the Chair subject to the following amendments:-

(i) The inclusion of Councillor Iqbal (Preston City Council) in the list of Members ‘Also in Attendance’ at the last meeting;

(ii) pursuant to minute number 40 relating to the ‘Dates of Future Meeting’, the change of the start time of future meetings of the Joint Advisory Committee from 5.30 pm to 6.30 pm will commence at the start of the new Municipal Year, with all meetings prior to May 2019 continuing to commence at 5.30 pm; and

(iii) pursuant to minute number 40, ‘Date of Future Meeting’, the reference to the change of the 5 November 2019 meeting was unclear as a revised date had not been detailed. Members would reconsider the dates of future meetings of the Joint Advisory Committee at the next meeting to be held on 26 March 2019.

 

47.

Retail and Leisure Study - Presentation by WYG Consultants

A presentation will be given on this item.

Minutes:

Ms Lindley- Clapp based her most recent findings on Preston City and Chorley Councils as a retail study had previously been undertaken in South Ribble during 2016. Committee were informed that WYG undertook a telephone survey as part of their retail study and that their findings now presented were in line with National Planning Policy Guidance.

 

The Committee were shown maps of all three of the Study Areas and Shopping Patterns, this highlighted specific areas in each of the Town Centres such as Retail Service, Leisure Services and Vacant Properties.

 

Policy recommendations relating to boundaries and thresholds were submitted for consideration.

 

Resolved – (i) That the Committee notes the Retail and Leisure Study presentation and the recommendations contained within it; and

(ii) the Chair thanked Ms Lindley-Clapp for her informative presentation and attendance.

Central Lancs Local Plan Update pdf icon PDF 135 KB

Minutes:

The Planning Policy, Housing and Open Space Strategy Manager (Chorley Borough Council) provided details of the review of the Central Lancashire Local Plan.

 

The Committee were informed that the post of Local Plan Co-ordinator had been filled and the new post holder would hopefully attend the next meeting. The Memorandum of Intent (Partnership Agreement) had been circulated to legal officers of all three Councils for consideration. The draft Memorandum of Intent would be followed up in order to arrange for signature by all three Councils.

 

It was reported that the contract for Strategic Flood Risk Assessment would be awarded before the end of January 2019.

 

Other issues discussed and detailed in the report related to the following:-

 

·         Statement of Common Ground (Statutory Framework Agreement for Plan-Making between Authorities

·         Call for Sites commencing in January

·         Gypsy and Traveller Accommodation Assessment

·         Housing Study

·         Transport

·         Green Belt Assessment

·         Risks

·         Issues and Options Consultation Stage

·         The Strategic Housing Economic Land Availability Assessment

 

Resolved – That the report be noted.

 

49.

OSSRA update

A verbal update will be given on this item.

Minutes:

The Planning Manager (South Ribble Borough Council) informed Committee that planning consultants KKP had been commissioned to undertake an independent open space and recreation strategy and were due to finalise the draft strategy in February 2019. More information was to be brought to the next meeting.

 

Resolved – That the verbal update be noted.

50.

Central Lancashire Transport Masterplan Refresh

A verbal update will be given on this item.

Minutes:

The Head of Planning (Lancashire County Council) provided a verbal report on the Central Lancashire Transport Masterplan.

 

The Committee were informed that a review of the Central Lancashire Transport Masterplan was currently underway and that it was a three step process. Stage one was already underway and this stage would provide high level strategic recommendations and proposals.

 

The timetable for the Masterplan was stated to broadly align with the key milestones in the production of the Central Lancashire Local Plan.

 

Resolved – That the verbal update be noted.

The Planning Policy, Housing and Open Space Strategy Manager (Chorley Council) provided details of the updated Central Lancashire Development Scheme, February 2019 – June 2022.

 

Resolved – The Committee endorsed the content of the report.

The next meeting of the Central Lancashire Strategic Planning Joint Advisory Committee will be held at South Ribble Borough Council offices on Tuesday 2 March 2019 at 5.30 pm.
