Minutes:

Resolved – that Councillor David Borrow be appointed as Chair for the meeting.

Minutes:

Kirsten Ward and Jon Goodall, consultants for DLP, provided Members with details on the approaches reviewed by DLP Consultants with Edge Analytics in preparing their recommendation on the housing need for Central Lancashire over the plan period 2023-2038.

 

The report presented to Members provided evidence behind a variety of options and the conclusions on which approach was considered most appropriate for the area.

 

Committee were informed that the starting point for calculating minimum housing need is the Standard Method and with this in mind four scenarios were developed they were

 

·         Official Projections, including 2014-based and 2018-based projections

·         Trend scenarios, using alternative migration histories (5-year, 10- year, long-term)

·         LHN Dwelling-led scenario, determining population growth impact of the LHN figures

·         Employment-led scenarios, determining population growth impacts of Cambridge Econometrics employment forecasts

 

Mr Goodall went into detail regarding all four scenarios and then went onto explain that Employment-led (1:1 commuting) would be best because

 

·         Assumptions for economic growth and household projections strongly indicate housing need for Central Lancashire in excess of Standard Method figure.

·         1:1 scenario more closely aligns with average recent completions figures than any of the other tested scenarios.

·         1:1 scenario closely aligns with Core Strategy requirement for each authority and the forecast average annual total deliverable supply across the three authorities (1,614 dpa over the next five years).

 

Resolved – that members

i)             agreed to taking forward the preferred approach of using the Employment led CE (CR 2020 1-to-1) projection as the basis of calculation of housing need at 1,334 per year (20,010 over the plan period) for the Central Lancashire Local Plan.

ii)            To use the agreed housing need of 1,334 per year for Central Lancashire as the basis for development of housing policies in the emerging Local Plan

Minutes:

Carolyn Williams, Central Lancashire Local Plan Co-Ordinator, submitted a report on the Central Lancashire Local Plan.

 

An update was given on the progress of the Local Plan informing the Committee that work is progressing to develop the Preferred Options Document for consultation. Officers were aiming for consultation to start later this year with the document to include draft policies and potential locations for future development. The Preferred Option stage is the last formal consultation stage, the draft will hopefully be finalised and published next year.

 

Committee were also informed that Land Use Consultants (LUC) had started work on the detailed Green Belt and landscape sensitivity work, the findings of this work will be used to assist in finalising the position on site suggestions. Lancashire County Council had commissioned consultants Jacobs to prepare a new transport model for Central Lancashire. The finding of this work will feed into the assessment of viability for the Local Plan and production of the Infrastructure Development Plan (IDP).

 

Other issues discussed and detailed in the report related to the following:-

·         Housing evidence

·         Site assessment – Shelaa update

·         Local Plan Viability and Infrastructure Delivery Plan (IDP)

·         Gypsy and Traveller Accommodation Assessment (GTAA)

·         Open Space Assessment

·         Developer Forum

·         Duty to Cooperate (DtC)

“That the public be excluded from this meeting during consideration of the following item of business on the grounds that there is likely to be disclosure of exempt information which is described in the paragraph(s) of Schedule 12A to the Local Government Act 1972 which is specified against the heading to each item, and that in all the circumstances of the case the public interest in maintaining the exemption outweighs the public interest in disclosing it.”
