Minutes:

The Chair, Councillor Matthew Lynch, apologised for the length of time since the last meeting and explained this was due to personal circumstances.   

 

Decision: That the minutes of the Overview and Scrutiny Task Group - Quality of housing provided by social landlords held on 13 September 2018 be approved as a correct record.

Decision: That the minutes of the Overview and Scrutiny Task Group - Quality of housing provided by social landlords held on 18 October 2018 be approved as a correct record.

19.3

Declarations of Any Interests

Members are reminded of their responsibility to declare any pecuniary interest in respect of matters contained in this agenda.

 

If you have a pecuniary interest you must withdraw from the meeting. Normally you should leave the room before the business starts to be discussed. You do, however, have the same right to speak as a member of the public and may remain in the room to enable you to exercise that right and then leave immediately. In either case you must not seek to improperly influence a decision on the matter.

Councillors Matthew Lynch and Steve Murfitt declared a non-pecuniary interest in all items on the agenda.

Minutes:

Members noted that one additional response had been received from Councillor Steve Holgate.  The response related to the provision of parking provision by Registered Providers where there is the greatest need.

Responses have been received from Chorley Help the Homeless and Sir Lindsay Hoyle.

Members noted the responses from Chorley Help the Homeless and Sir Lindsay Hoyle.  The responses mirrored the results of the Tenants Survey.

19.6

A new deal for social housing pdf icon PDF 3 MB

A copy of the Green paper published by the Ministry of Housing, Communities and Local Government in August 2018 is enclosed for consideration.

Minutes:

Members noted the Green paper published by the Ministry of Housing, Communities and Local Government in August 2018. 

 

The Green paper raises many of the issues which have been considered during the Inquiry and some of the recommendations are consistent with the draft recommendations made by the Task Group. 

 

Decision: That the Green paper be noted.

19.7

Exclusion of the Public and Press

To consider the exclusion of the press and public for the following items of business on the ground that it involves the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act 1972.

 

By Virtue of Paragraph 3: Information relating to the financial or business affairs of any particular person (including the authority holding that information)

Condition:

Information is not exempt if it is required to be registered under-

The Companies Act 1985

The Friendly Societies Act 1974

The Friendly Societies Act 1992

The Industrial and Provident Societies Acts 1965 to 1978

The Building Societies Act 1986 (recorded in the public file of any building society, within the meaning of the Act)

The Charities Act 1993

Information is exempt to the extent that, in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information.

 

Information is not exempt if it relates to proposed development for which the local planning authority may grant itself planning permission pursuant to Regulation 3 of the Town & Country Planning General Regulations 1992(a).

Minutes:

Decision – that the press and public be excluded for the remaining item of business due to the disclosure of exempt information under Paragraph 3 of Part 1 of Schedule 12A to the Local Government Act.

19.8

Responses from Registered Providers

Responses have been received from Places for People, Chorley Community Housing and Onward.

Minutes:

Members considered the documents provided by Places for People, Chorley Community Housing and Onward. 

 

Members considered the need for plain English and concise documentation for tenants. 

 

It will be clarified if one of the documents is an internal document. 

 

Decision: That the information be noted.

19.9

Draft Final Report

To receive and consider the draft Final Report.

Minutes:

Members considered the draft final report and made amendments to the recommendations. 

 

The next meeting will be held on 21 February 2019 to interview the Executive Leader, Councillor Alistair Bradley.  A meeting will be arranged shortly after to interview the Executive Member (Homes and Housing), Councillor Jane Fitzsimons. 

 

It is anticipated that the final report will be considered by the Overview and Scrutiny Committee on 21 March. 

 

Decision: That the draft final report be noted.
