Declarations of Any Interests

Members are reminded of their responsibility to declare any pecuniary interest in respect of matters contained in this agenda.

 

If you have a pecuniary interest you must withdraw from the meeting. Normally you should leave the room before the business starts to be discussed. You do, however, have the same right to speak as a member of the public and may remain in the room to enable you to exercise that right and then leave immediately. In either case you must not seek to improperly influence a decision on the matter.

The Director (Customer and Digital) has submitted five items for planning applications to be determined (enclosed).

The Director of Customer and Digital submitted five items for consideration. In considering the applications, Members of the Planning Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Full planning permission granted, subject to conditions.

Minutes:

Registered speakers: Paul Walton (Objector), Sheila Long (Ward Councillor), and Richard Percy (Agent). 

 

After careful consideration, it was proposed by Councillor Yvonne Hargreaves that the decision be deferred to allow Members of the Planning Committee the opportunity to visit the site of the proposals. The motion was seconded by Councillor Gordon France. A vote was taken, and the motion was lost (3:9:1).

 

It was proposed by Councillor Martin Boardman, seconded by Councillor Chris France and a decision was subsequently taken (9:0:4) that full planning permission be granted, subject to conditions in the addendum.

Councillor Yvonne Hargreaves declared a pecuniary interest in this item and left the room for the duration of the item.

After careful consideration, it was proposed by Councillor Alistair Morwood, seconded by Councillor Tommy Gray and a decision was subsequently taken (12:0:1) that the decision be deferred to allow members of the Planning Committee the opportunity to visit the site of the proposals.

(unanimously) that the application to discharge condition 14 be refused for the following reason:

The proposed elevational treatment to the second floor windows in the north facing elevation of the building would not adequately prevent long range views and would be insufficient to protect the perceived privacy levels of occupiers of properties on Whitley Drive.

Report of the Director of Customer and Digital.

Decision:

1.         That the report is noted.

2.         That the preparation and issuing of the Final Notification to BT and the Secretary of State be delegated to the Director of Customer and Digital in  consultation with Chair and Vice Chair.

Minutes:

The Director of Customer and Digital submitted a report which presented the Council’s draft decision in response to the proposal by British Telecom (BT) to remove a number of public call boxes in the borough.

 

The Council had consulted with all Parish Councils, the outcome of which was that one of the seven payphones proposed for removal was being adopted.

 

Decision:

1.         That the report is noted.

2.         That the preparation and issuing of the Final Notification to BT and the Secretary of State be delegated to the Director of Customer and Digital in consultation with Chair and Vice Chair.
