After careful consideration, it was proposed by Councillor Alistair Morwood that the application be deferred to allow Members of the Planning Committee the opportunity to visit the site. The motion was seconded by Councillor Gordon France.
It was proposed by Councillor Martin Boardman and seconded by Councillor Harold Heaton that planning permission be granted, subject to conditions.
A vote was taken on the substantive motion first, and the motion was passed (8:5:0) that the decision be deferred to allow Members of the Planning Committee the opportunity to visit the site.
Due to unforeseen technical difficulties the meeting had to be adjourned following consideration of the item above. The meeting will reconvene on Tuesday, 17 August to consider the remainder of the items listed on the agenda.

After careful consideration, it was proposed by Councillor Alex Hilton that the application be removed. The motion was seconded by Councillor Harold Heaton, and a decision was subsequently taken that the motion was passed unanimously (13:0:0) that planning permission was refused for the following reason:
1. The proposed development would result in the loss of existing protected open space which makes a significant contribution to the character of the area in terms of visual amenity. The proposed development is, therefore, contrary to policy HW2 of the Chorley Local Plan 2012 – 2026.

After careful consideration it was proposed by Councillor Peter Gabbott and Councillor Morwood, and a decision was subsequently taken (12:0:1) that the application was refused for the following reasons:
1. The development is inappropriate development in the Green Belt and is harmful by definition. The applicant has not demonstrated that there are very special circumstances which would outweigh the harm to the Green Belt and the development is, therefore, contrary to the provisions of the National Planning Policy Framework. 2. The development is an incongruous and discordant feature within the streetscene and fails to respect the character of the immediate locality. The development is, therefore, contrary to policy BNE1 of the Local Plan 2012-2026 and the Council's Householder Design Guidance Supplementary Planning Document.
