The Director of Planning and Development submitted three items for consideration. In considering the applications, Members of the Planning Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by Officers and individuals.

After careful consideration, it was proposed by Councillor Alan Whittaker and seconded by Councillor Harold Heaton and subsequently resolved (8:1:2) that the application be refused for the following reason: - The proposed single storey rear extension with balcony above would by reason of its siting, scale and massing result in an overbearing impact on the outlook from the rear habitable room windows in no.11 Langton Close and a loss of privacy to the rooms served by those windows which would be detrimental to the level of amenity enjoyed by the occupiers of this neighbouring property. The proposed development is, therefore, contrary to The National Planning Policy Framework, policy HS5 of the Chorley Local Plan 2012-2026 and Chorley Council's Householder Design Guidance Supplementary Planning Document.
