Decision – That the minutes of the Planning Committee held on 13 August 2019 be approved as a correct record for signature by the Chair.

The Director (Customer and Digital) has submitted four items for planning applications to be determined (enclosed).

Minutes:

The Director of Customer and Digital submitted four items for consideration. In considering the applications, Members of the Planning Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Full planning permission granted, subject to conditions.

Minutes:

After careful consideration it was proposed by Councillor Martin Boardman, seconded by Councillor Chris France and a decision was subsequently taken (12:0:1) that full planning permission be granted subject to conditions in the addendum and additional conditions to be agreed with the applicant ensuring that samples of building materials and architectural detailing be provided in advance of the construction to reflect the local vernacular; such conditions to be drafted by officers in consultation with Chair and Vice Chair.

After careful consideration it was proposed by Councillor Chris France, seconded by Councillor Alistair Morwood and a decision was subsequently taken (10:0:3) that full planning permission be granted, subject to conditions in the addendum and a unilateral undertaking not to implement an extant planning permission.

After careful consideration it was proposed by Councillor Alex Hilton seconded by Councillor Chris France and a decision was subsequently taken (11:1:1) that full planning permission be granted, subject to conditions in the addendum.

Outline planning permission granted, subject to conditions and a Section 106 Obligation.

Minutes:

After careful consideration it was proposed by Councillor Martin Boardman that the decision be deferred to allow Members of the Planning Committee to visit the site of the proposals. The motion was seconded by Councillor Yvonne Hargreaves. A vote was taken, and the motion was lost (4:9:0)

 

It was proposed by Councillor Danny Gee, seconded by Councillor Chris France and a decision was subsequently taken (8:5:0) that outline planning permission be granted, subject to conditions in the report as amended in the addendum and a Section 106 Obligation to secure the provision of 14 social rented units and £134 per dwelling towards public open space for children/young people.

After careful consideration it was proposed by Councillor Chris France, seconded by Councillor Aaron Beaver and a decision was subsequently taken (unanimously) that the making of the proposed Chorley Borough Council (Part of Footpath 58 and Part of Footpath 13 Adlington) Public Footpath Diversion Order 2019 pursuant to Section 257 of the Town and Country Planning Act 1990 be approved in respect of lengths of Footpath Numbers 58 and 13 so as to facilitate development in accordance with the grant of planning permission reference 18/00843/FUL.
