Decision – That the minutes of the hybrid Planning Committee meeting held on 12 January 2021 be approved as a correct record for signature by the Chair.

The Director (Development and Place) has submitted six items for planning applications to be determined (enclosed).

The Director of Development and Planning submitted five items for consideration. In considering the applications, Members of the Planning Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers.

Decision deferred to request that a site specific air quality assessment be commissioned by the applicant and a final report supplied to the Council.

After careful consideration, it was proposed by Councillor John Dalton, seconded by Councillor Julia Berry, and a decision was subsequently taken (unanimously) to defer the decision to request that a site specific air quality assessment be commissioned by the applicant and a final report supplied to the Council.

Planning permission granted, subject to conditions.

It was proposed by Councillor John Dalton, seconded by Councillor Yvonne Hargreaves to defer a decision on the application pending further information on surface water flooding issues however this motion was lost (5:8:0).

It was proposed by Councillor Alan Whittaker, seconded by Councillor Gordon France to hold a site visit however this motion was lost (6:7:0). 

After careful consideration, it was proposed by Councillor Martin Boardman, seconded by Councillor Alistair Morwood, and a decision was subsequently taken (7:6:0) that planning permission be granted, subject to conditions.

Planning permission granted, subject to conditions and a S106 agreement to secure a £6000 contribution for LCC Highways’ involvement in monitoring a Travel Plan for the development.

After careful consideration, it was proposed by Councillor Alistair Morwood, seconded by Councillor Aaron Beaver, and a decision was subsequently taken (10:0:3) that planning permission be granted, subject to conditions and a S106 agreement to secure a £6000 contribution for LCC Highways’ involvement in monitoring a Travel Plan for the development.
