Resolved: That the minutes of the last meeting, held on 9 July 2024, be approved as a correct record.

Members are reminded of their responsibility to declare any pecuniary interest in respect of matters contained in this agenda.

If you have a pecuniary interest you must withdraw from the meeting. Normally you should leave the room before the business starts to be discussed. You do, however, have the same right to speak as a member of the public and may remain in the room to enable you to exercise that right and then leave immediately. In either case you must not seek to improperly influence a decision on the matter.

There were no declarations of interests.

The Head of Planning and Enforcement has submitted four applications to be determined (enclosed).

Plans to be considered will be displayed at the meeting or may be viewed in advance by following the links to the current planning applications on our website. 

Planning permission granted, subject to conditions.

Registered speakers: Susan Akroid (objector) and Dan Hughes (agent).

After careful consideration, it was proposed by Councillor Chris Snow, seconded by Councillor Alex Hilton and subsequently resolved: (9 for, 3 against and 0 abstention) that planning permission be granted, subject to conditions.

Application deferred to allow a site visit to be arranged.

Registered speaker: Jennifer Park (objector).

After careful consideration, it was proposed by Councillor Alistair Morwood, seconded by Councillor Arjun Singh and subsequently resolved: (9 for, 3 against and 0 abstention) that the application be deferred to allow a site visit to be arranged.

Temporary permission approved for one year for Section 73 application to vary condition 3 (rear elevation door) and remove condition 5 (use of rear yard) of planning permission ref: 08/00275/FUL (Variation of condition 4 of planning permission 06/01017/FUL to vary the opening hours to 10:00 - 16:00 Wednesday to Sunday) to allow the rear yard to be used as a customer seating area in conjunction with the café.

The Chair, Councillor June Molyneaux, read a representation she had received from the MP.

The Committee noted the address of the property was incorrect on the presentation, but correct in the report.

There was a short adjournment to confirm the hours for condition 4.

After careful consideration, it was proposed by Councillor Alex Hilton, seconded by Councillor Craige Southern and subsequently resolved: (unanimously) the temporary permission be approved for one year for Section 73 application to vary condition 3 (rear elevation door) and remove condition 5 (use of rear yard) of planning permission ref: 08/00275/FUL (Variation of condition 4 of planning permission 06/01017/FUL to vary the opening hours to 10:00 - 16:00 Wednesday to Sunday) to allow the rear yard to be used as a customer seating area in conjunction with the café.  Conditions to be agreed by the Head of Planning and Enforcement in conjuction with the Chair and and Vice-Chair.

After careful consideration, it was proposed by Councillor Michelle Beach, seconded by Councillor Alistair Morwood and subsequently resolved: (unanimously) that planning permission be granted, subject to conditions.

Resolved: That the appeals report be noted.

In agreement with the Chair, the report of the Head of Planning and Enforcement has been added to the agenda.

The Chair noted she had accepted an urgent item as keeping Members updated of progress on these matters was a requirement of the Performance Improvement Action Plan.

Resolved: That Members note the progress made with the Performance Improvement Action Plan and the latest trends in Major decision making.
