Decision – That the minutes of the virtual Planning Committee meeting held on 12 April 2021 be approved as a correct record for signature by the Chair.

You do, however, have the same right to speak as a member of the public and may remain in the room to enable you to exercise that right and then leave immediately. In either case you must not seek to improperly influence a decision on the matter.

There were no declarations of interest made.

The Director (Planning and Development) has submitted six items for planning applications to be determined (enclosed).

The Director of Planning and Development submitted six items for consideration. In considering the applications, Members of the Planning Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Full planning permission granted, subject to conditions.

Registered speakers: Julie Wilde (Objector) and Paul Kallee-Grover (Agent).

After careful consideration, it was proposed by Councillor Gordon France, seconded by Councillor John Dalton, and a decision was subsequently taken (10:1:0) that full planning permission be granted, subject to conditions in the report as amended in the addendum.

After careful consideration, it was proposed by Councillor Alistair Morwood, seconded by Councillor Gordon France, and a decision was subsequently taken (unanimously) that full planning permission be granted, subject to conditions in the addendum.

Planning permission granted, subject to conditions.

After careful consideration, it was proposed by Councillor Alistair Morwood, seconded by Councillor John Dalton, and a decision was subsequently taken (unanimously) that planning permission be granted, subject to conditions in the addendum.

Decision deferred to allow Members of the Planning Committee the opportunity to visit the site of the proposals.

After careful consideration, it was proposed by Councillor John Dalton, seconded by Councillor Yvonne Hargreaves, and a decision was subsequently taken (unanimously) that the decision be deferred to allow Members of the Planning Committee the opportunity to visit the site of the proposals.

Outline planning permission granted, subject to conditions and a S106 agreement.

Registered speakers: Daron Gregory (Objector) and Lindsay Oram (Applicant)

After careful consideration, it was proposed by Councillor Danny Gee, seconded by Councillor John Dalton, and a decision was subsequently taken (unanimously) that outline planning permission be granted, subject to conditions in the addendum and a S106 agreement to secure a financial contribution towards improvements to children’s play areas.

After careful consideration, it was proposed by Councillor Alex Hilton, seconded by Councillor Alistair Morwood, and a decision was subsequently taken (unanimously) that planning permission be granted, subject to conditions in the addendum.

To receive and consider the report of the Director of Governance (enclosed).

That the order be confirmed with modification.

After careful consideration, it was proposed by Councillor Alan Whittaker, seconded by Councillor John Dalton, and a decision was subsequently taken (unanimously) that formal confirmation of the Order be made with modification. This affords permanent as opposed to provisional legal protection to the trees covered by that Order.

To receive and consider the report of the Director of Planning and Development (enclosed).

Members noted the report of the Director of Planning and Development which set out planning appeals and decisions received between 15 March and 16 April.

One planning appeal was lodged and validated, three planning appeals were dismissed and one planning appeal was withdrawn.

As it was the last planning meeting of the municipal year before the all-out local elections in May, the Chair thanked Members of the committee for adapting to virtual and hybrid planning meetings over the last year during Covid-19.

Special thanks were given to Councillor Chris France, as Vice-Chair of the Planning Committee, for all his help and support over the years.
