Decision: That the minutes of the Council meeting held on 3 March 2020 be approved as a correct record for signature by the Mayor.

Councillor resignation

To report that Councillor Eric Bell, Elected Member for Clayton and Whittle Ward resigned as a Councillor with effect from 5 May 2020.

Minutes:

The Mayor reported that Eric Bell had resigned following 31 years’ service to the Borough.  Group Leaders and Councillors paid tribute to Eric, thanking him for his contribution to Chorley and wished him and his family best wishes for the future.

Election of the Mayor for the council year 2020/21

To formally elect the Mayor of the Borough for 2020/21.

Minutes:

It was formally proposed by Councillor Alex Hilton, and seconded by Councillor Peter Wilson, that Councillor Steve Holgate be elected as Mayor of the Borough of Chorley for the forthcoming Council Year.

 

Decision: that Councillor Steve Holgate be elected as Mayor of the Borough of Chorley for the forthcoming Council year.

Election of the Deputy Mayor for the council year 2020/21

To formally elect the Deputy Mayor of the Borough for 2020/21.

Minutes:

It was formally proposed by Councillor Alan Whittaker, and seconded by Councillor Aaron Beaver, that Councillor Julia Berry be elected as Deputy Mayor for the forthcoming Council Year. 

 

Decision: that Councillor Julia Berry be elected as Deputy Mayor for the Borough of Chorley for the forthcoming Council year.

 

Councillor Steve Holgate read the declaration of acceptance of office of Mayor, and thanked Councillors for his appointment.

Tributes to the retiring Mayor

The Retiring Mayor will receive tributes following her year in office.

Minutes:

The Mayor referred to the Retiring Mayor, Councillor Hasina Khan year of office, along with her Consort, Mr Zafar Khan, and how they had served as first class ambassadors for Chorley.

 

Political group Leaders also paid tribute to the Retiring Mayor and Consort for a very successful year and the inclusive cultural events held. 

 

Councillor Hasina Khan responded, thanking Councillors for their kind words and their support over the year. She thanked her Consort, Mr Zafar Khan, her family, the Mayor’s Secretary and the Civics team for their support and assistance.

Appointment of the Executive Leader of the Council

To elect an Executive Leader for the Council. This is a four-year appointment, last elected in 2016.

Minutes:

The Mayor asked for nominations for the role of Executive Leader on the Council. This was a four-year appointment as set out in the Council’s Constitution.

 

Councillor Peter Wilson proposed, Councillor Adrian Lowe seconded, the DECISION that Councillor Alistair Bradley be appointed as Executive Leader to the Council.

Councillor Alistair Bradley proposed, Councillor Peter Wilson seconded the Decision to approve the following changes to Committee places:

 

Overview and Scrutiny Committee:

Councillor Hasina Khan to replace Councillor Steve Holgate.

Councillor John Dalton to become an observer.

 

Joint Scrutiny Committee - Review of Our Health Our Care:

Councillor Alistair Morwood to replace Councillor Steve Holgate.

 

Planning Committee:

Councillor Paul Walmsley to replace Councillor Steve Holgate as

reserve.

 

Licensing and Public Safety Committee:

Councillor Tony Gee to replace Councillor Steve Holgate.

Councillors Hasina Khan and Roy Lees to join the Committee.

Councillor Val Caunce to replace Councillor John Walker as a member

of the Committee.

Councillor John Walker to replace Councillor Val Caunce as reserve.

 

Governance Committee:

Councillor Gordon France to replace Councillor Steve Holgate.
