Resolved: That the minutes of the meeting Tuesday, 7 February 2023 of the Planning Committee were approved as a correct record.

Planning permission granted subject to conditions.

After careful consideration, it was proposed by Councillor Harold Heaton, seconded by Councillor Aaron Beaver, and resolved (10 for, 0 against, and 2 abstained) that planning permission be granted subject to conditions.

The Planning Committee was minded to resolve to refuse outline planning permission for the following reason:

The proposed development would have an unacceptable adverse effect on the visual amenity and appearance of the countryside and its landscape setting contrary to policy BNE2 of the Chorley Local Plan 2012-2026, policy 21 of the Central Lancashire Core Strategy and paragraph 174 of the National Planning Policy Framework. Applying the "tilted balance" of paragraph 11 of the National Planning Policy Framework, it is considered that the adverse impacts of the development would significantly and demonstrably outweigh the benefits of the proposed development.

After careful consideration, it was proposed by Councillor Harold Heaton, seconded by Councillor Jean Sherwood, and resolved unanimously that the Planning Committee be minded to resolve to refuse outline planning permission for the following reason:

After careful consideration, it was proposed by Councillor Danny Gee, seconded by Councillor Tommy Gray and resolved unanimously that Planning permission be granted subject to conditions.

Application deferred to allow Members the opportunity to visit the site and to allow time for the case officer to request the submission of drawings to demonstrate the relationship with the existing dwelling adjacent to the proposed parking area that shall include details of existing and proposed ground levels and a section drawing.

After careful consideration, it was proposed by Councillor Alan Whittaker, seconded by Councillor Aaron Beaver, and resolved unanimously that the application be deferred to allow Members the opportunity to visit the site and to allow time for the case officer to request the submission of drawings to demonstrate the relationship with the existing dwelling adjacent to the proposed parking area that shall include details of existing and proposed ground levels and a section drawing.

The Committee approved formal confirmation of the Order.

After careful consideration, it was proposed by Councillor Danny Gee, seconded by Councillor Tommy Gray, and resolved unanimously that the formal confirmation of the order be approved.

Resolved: That the Appeals Report be noted.
