1. It is recommended that following the completion of a soft market testing exercise, a procurement waiver be completed to enable the current contractor to continue to deliver the council meals on wheels service for the next twelve months.
2. The contractor has increased their cost, therefore it is also recommended that the overall cost per hot meal and dessert on the subsidised service is increased. In the interests of keeping the service as accessible as possible, but reflecting market price increases, the additional cost would be split between both the customer and the council.
3. To cover the additional subsidy costs it is also recommended that the budget for 2020/21 is increased in order to contain the additional anticipated spend.
