To amend the Discretionary Rate Relief Policy, under delegated powers, to include:
a. an increase in Retail Discount from 50% to 100%
b. extension of Retail Discount to include hospitality and leisure sectors
c. removal of the £51,000 rateable value threshold for Retail Discount
d. include Nursery Discount of 100%
