The tendering process was fair and transparent, and adhered to the required procurement procedure. The recommended contractor has demonstrated their capability to fulfil the contract specification as well as scoring the highest on each of the elements in the Cost/Quality/Social Value model.

As each tender received fair and equal consideration, and as the procurement exercise was carried out in accordance with Contract Procedure Rules (CPRs), there was no requirement to consider alternative options on this occasion.
