Reasons for recommendations:

The award of this contract demonstrates best value for money for South Ribble and Chorley Councils and creates the least risk to the Councils. 

Alternative options considered and rejected:

The opportunity could be openly advertised via a mini tender exercise but the Councils are confident the final commercial position represents best value for money, whilst causing the least disruption and risk to the delivery of council services.
