Decision made
That the Discretionary Fund scheme proposals outlined, specifically in the table at point 14 within this report are approved.
Reasons for decision
A targeted approach to awarding this financial assistance will safeguard that the households most in need receive support quickly.
A proactive policy will also ensure maximum distribution of the council’s grant funding for this scheme.
Other options considered and rejected
To invite applications for discretionary funding from residents.
This option was dismissed because it would be difficult to administer and result in delays in payments being made to vulnerable households.

Decision Maker: Executive Member (Resources)
Decision published: 29/07/2022
Effective from: 06/08/2022
Decision:
Decision made
1. To note the changes to the Procurement Team.
2. To approve the one-off contribution from the Change Management Reserve of £41,250 towards the cost of 50% of the changes.
Reasons for decision
The Procurement Team has been part of the Shared Services arrangements with Chorley Borough Council since 2008. More recently (2020) it has become part of the Shared Legal Service.
The recent changes to Shared Services present an opportunity to review the structure that exists to assess whether it is still the best model to adopt both in terms of service delivery and management.
Alternative options considered and rejected
The existing structure was established to meet the then needs of the councils and set independently of other teams. The situation has now changed and there is a need in accordance with the Council’s Change Policy and approach to shared services to review service provision both in terms of staffing and how and what is delivered. Not doing so would fail to meet the council’s obligations under these policies.
Other options (2 and 3) were detailed in the body of the report, however these were rejected as they did not offer the benefits of the recommended option 1.
Lead officer: Chris Moister
Decision Maker: Executive Member (Resources)
Decision published: 26/07/2022
Effective from: 03/08/2022
Decision:
Recommendations approved.
Reasons for recommendations:
1. To implement the council’s decision to purchase properties in delivery of the Chorley residential property acquisition strategy.
2. To purchase properties for Refugee Resettlement Programme for:
a. Single repatriation
3. To enable Chorley Council to support the resettlement and integration of refugees into the borough in high quality homes.
Other options considered and rejected:
To source properties from the private rented sector and develop five-year legal agreements negating the need for Chorley Council to procure any additional properties. This was previously rejected due to insecure tenancy and possible poor-quality housing provision.
