To deliver a fit for purpose operational vehicle depot to accommodate storage of refuse collection vehicles within the borough.
Other options considered and rejected
To utilise a procurement
framework on the basis that this would allow for a quicker
appointment to meet the programme timescales. The team explored a
few procurement frameworks and identified the RISE framework which
has been used by the Council on other projects successfully on the
basis that this allowed for the type and size of contractors best
fit to deliver the project.
Following an expression of interest undertaking the feedback received indicated limited interest from medium sized contractors that would be better positioned to undertake the works and offer best value. Therefore, this option was rejected.

Decision Maker: Executive Member (Economic Development and Public Service Reform)
Decision published: 01/05/2025
Effective from: 13/05/2025
Decision:
Recommendations approved
Reasons for recommendations
It is important to have a clear framework and principles for delivery of UKSPF and REPF aligned to the requirements of the fund and endorsed by Members. However, it is recognised that it may be necessary to adjust delivery to ensure that funds are allocated where they can have most impact and remain responsive to opportunities as they arise throughout the timescales of the programme. This will ensure momentum is maintained within the delivery timescales and reduce the chance of delay, which would raise the risk of not spending the full allocation or achieving the necessary outcomes and outputs.
Other options considered and rejected
No other options have been considered, as it is essential to have clear governance and decision-making routes in place that comply with the requirements of the UKSPF and REPF programme.
