Reason for urgency:
The arrangements for the use of Astley Hall have taken some time to finalise given the security considerations of hosting an event with high profile figures involved. The impact on the wider Astley hall complex (and therefore more significant impact on the tenants and users of the park) is such that it has become apparent that the use of the hall would not fall within the normal hire arrangements, and so an EMD was required. The urgency is to ensure that the plans can be finalised and agreement reached with the organisers to allow the final preparations for the conference to continue.
