To receive and consider the enclosed report of the Assistant Chief Executive (Policy and Performance).

Minutes:

The Assistant Chief Executive (Policy and Performance) presented the report setting out performance against the Corporate Strategy and the Council’s National Indicators for the second quarter of 2009/10.

 

The Corporate Strategy 2008/9 identified 36 key projects.  The overall performance of the key projects was excellent with 34 (94%) being either completed or rated ‘green’ and progressing ahead of or according to plan by the end of September 2009.  This exceeded the Council’s target of 90%.

 

20 of the key projects had been completed, while fourteen projects were rated as ‘green’, meaning that they were on track. Two projects were rated ‘amber’, and no projects were rated ‘red’.

 

At the end of the 2nd quarter, 15 national indicators could be reported.  All of these indicators had targets set and had been reported previously.  Of the 15 the majority (13) had matched or exceeded target and 2 had missed target by 5% or more. Action plans were included for those indicators where performance was lower than anticipated.

The Executive Cabinet considered a report of the Assistant Chief Executive (Policy and Performance) which set out and reviewed the Authority’s performance both in respect of the 36 key projects included in the refreshed Corporate Strategy and against the new National indicators for which the Council was responsible, during the first quarter of 2009/10 ending on the 30th June 2009. The report revealed a commendable  performance on the delivery of the Corporate Strategy key projects, with 33 projects either completed, progressing on or ahead of schedule or scheduled to commence later in the year. Only 3 projects have been rated as ‘amber’ and the report explained the reasons for any envisaged problems with the timing or costing of the projects.

 

The report also revealed a good performance in respect of the National indicators that could be measured, with only 3 indicators having missed their target by 5% or more, and for which action plans had been devised.

 

The response to a Member query, the Assistant Chief Executive (Business Transformation) confirmed that the Council would keep the situation regarding the processing of Housing/Council Tax under constant review with a view to mantaining an efficient and effective service. The Assistant Chief Executive (Policy and Performance) also indicated that the next Member Learning session would be devoted to explaining the criteria behind the homelessness temporary accommodation statistics and the measures being taken to maintain a satisfactory service.

The Assistant Chief Executive (Policy and Performance) presented the report setting out performance against the Corporate Strategy and the Council’s National Indicators for the first quarter of 2009/10, 1 April to 30 June 2009. 

 

The Corporate Strategy 2008/9 – 2010/11 identified 36 Key Projects.  At the end of the first quarter 92% of the key projects (33) were on track, 8% of projects (3) were rated ‘Amber’ and no projects were rated ‘Red’.

 

At the end of the first quarter 11 national indicators could be reported.  All of these indicators had targets set and have been reported previously.  Of the 11 the majority (8) had matched or exceeded target and 3 had missed the target by 5% or more.

 

In response to a query a Member advised that Age Concern had undertaken some research into volunteers, but would not release it for data protection purposes. 

 

RESOLVED –

1.             The report be noted.

2.             A response to the query on research into volunteers be forwarded by email.
