1.         To note the changes to the Procurement Team.

2.         To approve the one-off contribution from the Change Management Reserve of £41,250 towards the cost of 50% of the changes.


Reasons for decision


The Procurement Team has been part of the Shared Services arrangements with Chorley Borough Council since 2008. More recently (2020) it has become part of the Shared Legal Service.


The recent changes to Shared Services present an opportunity to review the structure that exists to assess whether it is still the best model to adopt both in terms of service delivery and management.


Alternative options considered and rejected


The existing structure was established to meet the then needs of the councils and set independently of other teams. The situation has now changed and there is a need in accordance with the Council’s Change Policy and approach to shared services to review service provision both in terms of staffing and how and what is delivered. Not doing so would fail to meet the council’s obligations under these policies.

Other options (2 and 3) were detailed in the body of the report, however these were rejected as they did not offer the benefits of the recommended option 1.
