After careful consideration, it was proposed by Councillor Alan Whittaker, seconded by Councillor Boardman, that the application be refused.
A further proposal was moved by Councillor Alex Hilton, and seconded by Councillor Peter Gabbott, that the application be approved.
Upon being put to the vote, it was resolved (6:5:1) that the application be approved subject to conditions.
Planning permission granted subject to conditions.
