Apologies for absence were received from Councillor Dennis Edgerley.

Declarations of Any Interests

Members are reminded of their responsibility to declare any personal interest in respect of matters contained in this agenda. If the interest arises only as result of your membership of another public body or one to which you have been appointed by the Council then you only need to declare it if you intend to speak.

 

If the personal interest is a prejudicial interest, you must withdraw from the meeting. Normally you should leave the room before the business starts to be discussed. You do, however, have the same right to speak as a member of the public and may remain in the room to enable you to exercise that right and then leave immediately. Planning applications to be determined

The Director of Partnerships, Planning and Policy has submitted one report for a planning applications to be determined (enclosed).

 

Please note that copies of the location and layout plans are included in this agenda pack and some larger coloured copies are on deposit in the Members Room at the Town Hall. Plans to be considered will be displayed at the meeting or may be viewed in advance by following the links to the current planning applications on our website.

Minutes:

The Director of Partnerships, Planning and Policy submitted a report on one application for planning permission to be determined.

 

In considering the applications, the Committee took into account the agenda reports, the addendum, and verbal representations or submissions provided by officers and individuals.

Proposal:

Outline application for the erection of a replacement Local Centre Parade, Supermarket and up to 40 residential dwellings with associated areas of parking and servicing (all matter reserved apart from access). Full application for the relocation of existing pond to provide enhanced new pond.

 

Recommendation:

Permit outline planning permission.

Minutes:

The officer recommendation on the report for the above application was for approval.  Following debate, a proposal to refuse the application was moved, followed by a further motion to defer the application and then a third proposal to approve the application.  The motions were put to the vote and recorded in the following order.

 

The proposal to approve the above planning permission was proposed by Councillor Michael Muncaster, and seconded by Councillor Marie Gray and the vote was recorded as follows:

 

FOR:                  Councillors Marie Gray, Harold Heaton, Paul Leadbetter, Michael Muncaster and Geoffrey Russell.

 

AGAINST:         Councillors Henry Caunce, Matthew Crow, David Dickinson, Christopher France, Alison Hansford and Roy Lees.

 

ABSTAINED:   Councillors Alistair Bradley, Hasina Khan and June Molyneaux

 

The Legal Officer declared that the motion to approve the application was lost.

 

A motion to defer the decision for more consultation and for Members to have sight of Liberata’s financial viability assessment was proposed by Councillor Roy Lees, and seconded by Councillor June Molyneaux and the vote was recorded as follows:

 

FOR:                  Councillors Alistair Bradley, Matthew Crow, Hasina Khan, Roy Lees, and June Molyneaux

 

AGAINST:         Councillors Henry Caunce, David Dickinson, Marie Gray, Alison Hansford, Harold Heaton, Paul Leadbetter, Michael Muncaster and Geoffrey Russell

The Legal Officer declared that the motion to defer the application was lost.

 

There was a further motion to refuse planning permission proposed by Councillor Alison Hansford, seconded by Councillor David Dickinson and the vote was recorded as follows:

AGAINST:         Councillor Marie Gray, Harold Heaton, Paul Leadbetter, Michael Muncaster and Geoffrey Russell

 

ABSTAINED:   Councillor Roy Lees

 

The Legal Officer declared that the motion to refuse planning permission was carried and it was RESOLVED – To refuse the outline planning permission for the following reason:

 

1.         The development, redevelops and expands the Carrington Centre retail provision and provides housing development that was required in order to subsidise the redevelopment of the commercial element.  The scale of the overall development would change the character and community of Eccleston from a ‘village’ character with smaller (including size) groups  of shops and services and employment to that of a ‘town’ with very much centralised and larger shopping & services resulting in the feel of a much larger centre.  

 

2.         The benefits of the development in maintaining and expanding the retail and service provision and in providing employment did not outweighed by the harm caused by the change in character of Eccleston Village associated with the scale of the overall development including the scale of the supermarket element.
