Apologies for absence were submitted on behalf of Councillors Henry Caunce, David Dickinson and Graham Dunn.

Councillors Robert Finnamore and Alison Hansford attended the meeting as Councillors Dunn and Dickinson’s respective substitutes.

The Director of Partnerships, Planning and Policy has submitted ten reports for planning applications to be determined (enclosed).

The Director of Partnerships, Planning and Policy submitted ten applications for planning permission.

In considering the applications, Members of the Development Control Committee took into account the agenda reports, the addendum and the verbal representations and submissions provided by officers and individuals.

Temporary planning permission approved subject to conditions

RESOLVED: (10:2:0) - That temporary conditional planning permission be approved subject to the condition detailed within the agenda and further conditions detailed in the addendum.

Reserved matters approved subject to conditions

RESOLVED (unanimously) - That reserved matters be approved subject to the conditions detailed within the agenda and further conditions detailed in the addendum.

 (At this point the Chair announced that the following two items which related to Croston Park Nursing Home, Town Road, Croston would be taken as one item but that the decisions would be voted on separately.)

Planning permission approved subject to conditions

RESOLVED (unanimously) – That planning permission be approved subject to the conditions detailed within the report in the agenda.

Listed building consent granted subject to conditions

RESOLVED (unanimously) – That listed building consent be granted subject to the conditions detailed within the report in the agenda.

Planning permission approved subject to conditions and delegated powers to officers to draft a further condition relating to the switching off of floodlights by a specified time in consultation with the Chair and Vice Chair.

RESOLVED (11:1:1) – That planning permission be approved subject to the conditions as detailed within the report in the agenda, and delegated powers to officers to draft a further condition relating to the switching off of floodlights by a specified time in consultation with the Chair and Vice Chair.

Planning permission approved subject to conditions and delegated powers to officers to negotiate with the applicant a construction management plan.

RESOLVED (unanimously) – That planning permission be approved subject to the conditions as detailed within the report in the agenda, the amended condition as detailed in the addendum, and delegated powers to officers to incorporate a construction management plan condition for the site with specific reference to repairs/ maintenance of the access ways to the rear of the existing properties on Harpers Lane and Botany Brow.

Planning application withdrawn from this agenda.

Planning application withdrawn from this agenda at the request of officers in relation to remaining issues, including ecology and viability as consultee responses are still awaited.  The application will be reported to a future committee.

RESOLVED (unanimously) – That the Tree Preservation Order No.10 (Mawdesley) 2013 be formally confirmed without modification.
