Members of the Committee are reminded of their responsibility to declare any personal interest in respect of matters contained in this agenda in accordance with the provisions of the Local Government Act 2000, the Council’s Constitution and the Members Code of Conduct.  If the personal interest is a prejudicial interest, then the individual Member should not participate in a discussion on the matter and must withdraw from the Council Chamber and not seek to influence a decision on the matter.

High Street,Chorley Proposed Re-appointment of 24 hour Hackney Carriage Rank and Imposition of the Prohibition of Vehicular Waiting pdf icon PDF 98 KB

Minutes:

The Committee received a report of the Chief Executive on a proposal for the re-appointment of a 24 hour hackney carriage rank on the north side of High Street, Chorley, in conjunction with the imposition of a prohibition of vehicles waiting.

 

RESOLVED - That subject to the formal views of the Chief Constable a 24 hour hackney carriage rank be re-appointed pursuant to the provisions of Section 63 of the Local Government (Miscellaneous Provisions) Act 1976 on the north side of High Street, Chorley, between its junction with Cleveland Street and New Market Street.

Exclusion of the Public and Press

To consider the exclusion of the press and public for the following items of business on the ground that it involves the likely disclosure of exempt information as defined in Paragraph 4 of Part 1 of Schedule 12A to the Local Government Act 1972.

RESOLVED - That the press and public be excluded from the meeting for the following items of business on the grounds that  they involve the likely disclosure of exempt information as defined in Paragraph 4 of Part 1 of Schedule 12A to the Local Government Act 1972.

Application for licence to drive hackney carriage/private hire vehicles within the Borough of Chorley - Mr RRFP (DOB 29/11/72)

Minutes:

The Committee received a report of the Chief Executive requesting the Committee to consider an application for a private hire vehicle drivers licence.  Information received from the Criminal Records Bureau had revealed information that would need to be assessed by the Committee before determining the application.

 

The report set out the background to the application and the history behind the incident that resulted in the applicant receiving a conviction.

 

The applicant attended the meeting to put forward representation in support of his application and the Committee carefully considered the representation made.

 

RESOLVED - That a Hackney Carriage/Private Hire Drivers Licence be granted to Mr RRFP.

Application for licence to drive hackney carriage/private hire vehicles within the Borough of Chorley - LAG (DOB 01/07/71

Report of Chief Executive (enclosed)

Minutes:

The Committee received a report of the Chief Executive requesting the Committee, to consider an application for a hackney carriage/private hire drivers licence.

 

The report indicated that the applicant’s driving licence stated that she had held a full licence since August 2004 and that applicants should be over 21 years of age and have three years driving experience as the holder of a full driving licence.

 

Enquiries made had revealed that the applicant had no driving convictions recorded on her driving licence and a Criminal Records Bureau check had revealed that there was no previous convictions.

 

The applicant accompanied by her prospective employer attended the meeting to put forward representations in respect of her application and the Committee carefully considered the representation made.

 

RESOLVED - That a Hackney Carriage/Private Hire Drivers Licence be granted to LAG.
