Welcome and Introductions

Minutes:

The Chair, Councillor Ball opened the second meeting of the Coppull Parish Area Forum by thanking and welcoming everyone to the meeting.

Minutes of Previous Meeting

Minutes:

The meeting received and agreed the minutes of the Area Forum meeting held on 28 February 2006.

 

The Forum received notification that the keep clear markings outside the Chip Shop on Spendmore Lane had been done the day before the meeting.  Thanks was made to those involved.

Paul Morris (Deputy Chief Executive) will give a presentation on the action taken on issues raised by Members of the Public at the Area Forum meeting held on 28 February 2006.

The Deputy Chief Executive, Paul Morris gave a presentation on the action that had been taken on issues raised by Members of the Public at the Area Forum meeting held on 28 February 2006.

Key Issues for Coppull - Open Discussion

A period of 30 minutes will be allocated to allow members of the public to raise questions and express views on any matters relating to the provision of local services in the Coppull Parish area.

 

Representatives of Chorley Borough Council, Lancashire County Council, Coppull Parish Council, Lancashire Police, Chorley and South Ribble Primary Care NHS Trust and Lindsay Hoyle MP will be present.

Minutes:

A period of 30 minutes had been allocated to allow members of the public to raise questions and express views on any interests relating to the provision of local services in the Coppull Parish area.

 

The following topics were discussed and the Chair and Members of the Forum gave a response, where possible.

 

Ÿ          Concern that the litter bins had been taken down in the Preston Road area.

Ÿ          Concern by a resident of Byron Crescent that cars are speeding along the road as well as motorbikes around the Arcon Estate and perhaps sleeping policemen could be used to prevent this occurring.

Ÿ        Two accidents had recently occurred in Byron Crescent.

Ÿ        Who monitors the CCTV cameras in Coppull and are they monitored 24 hrs?

Ÿ     Concern that there is underage drinking causing disturbance.

Ÿ          Concern over the siting of mobile phone masts in Coppull and their effects on health of residents.

Ÿ          Advertising of events for children during the summer months.  Currently advertise in the Citizen newspaper but this is not received by every house in Coppull area.

Ÿ          Concern regarding the traffic turning right out of the Grange estate by the roundabout onto Spendmore Lane.  Cannot see properly to the right and with the speed of vehicles causes difficulties especially at peak times.

Ÿ          Permission to use a field from the Parish Council and the Leisure Centre to provide an event to raise money for a local handicapped boy.

 

Members of the public were advised that if they did not wish to raise a question in the Open Forum they could complete a question card and give it to the Democratic Services Officer at the end of the meeting.  The cards would then be sent to the appropriate Council Service Unit or Partner Organisation.

 

After the meeting the authority received five questions submitted on cards and responses would be sent to those persons who submitted the question.

Chorley Community Agenda

Chorley Borough Council issues

Officers of the Council will give a presentation on the Draft Town Centre Strategy which was currently the subject of public consultation and seek the views of the Forum on the content of the draft document .

Minutes:

The Director of Housing Services, Steve Lomas, gave a short presentation on the implication of the Council’s plans to transfer the forthcoming housing stock to a registered social landlord.

 

The presentation gave the background to the Council’s decision to pursue the transfer of its housing stock to a newly created not-for-profit local housing organisation called Chorley Community Housing set up specifically for Chorley with the Council’s support.

 

The Council had considered that transfer of the stock to Chorley Community Housing represented the most appropriate means of securing the substantial investment required to bring the housing stock up to the higher standards desired by tenants.  The Council were unable to fund the investment works necessary to meet tenant’s aspirations.  Chorley Community Housing, however, would be governed by different rules which would allow the organisation to secure the funding required to provide better homes, neighbourhoods and services.

Lancashire County Council issues

Minutes:

County Councillor Forshaw introduced himself to the meeting and raised issues concerning highways in the Coppull area and the threat of withdrawal of a local bus service if those that used the service didn’t object.

Coppull Parish Council issues

List of questions submitted by the Parish Council enclosed.

Minutes:

The following issues were raised in questions submitted by the Parish Council and responded to by Officers.

 

 

i)       Chorley Leisure Centre.  Developments following the last meeting of the Coppull Forum about community involvement in running the Leisure Centre.

 

ii)      Chorley Leisure Centre.  The Community Centre required repairs and tidying up when Chorley Borough Council was going to do this.

 

ii)      Dog Fouling and Litter.  Since the strong feeling at the last meeting about dog fouling and litter in Coppull, it should be made a higher profile for enforcement in the Green Lane and Arcon Estate area.  Have people been fined since the last meeting?  An offer was made by the Parish Council to make a contribution towards the provision of dog bins on Green Lane and Arcon Estate areas to avoid dog dirt being put into ordinary litter bins.

Lancashire Police issues

Representatives of the Lancashire Police will report on “Operation Summer Nights” to be operated in the Coppull Area.

Representatives of the Lancashire Police reported on ‘Operation Summer Nights’ which will again be operated in the Coppull area this summer.

Member of the Public will be invited to express their views on the format and arrangements for this meeting and to submit items for consideration at the next meeting.

Feedback cards had been placed on each chair to enable people to indicate their views and request inclusion on the members list.

 

The feedback from the meeting was encouraging for the future and that the meeting had provided the opportunity for problems and issues to be aired.
