If the personal interest is a prejudicial interest, you must withdraw from the meeting. Normally you should leave the room before the business starts to be discussed. You do, however, have the same right to speak as a member of the public and may remain in the room to enable you to exercise that right and then leave immediately. In either case you must not seek to improperly influence a decision on the matter.

Hackney Carriage Service - Unmet Demand Survey pdf icon PDF 457 KB

Report of the Director of People and Places (enclosed)

Additional documents:

Minutes:

The Committee received a report of the Director of People and Places advising them of the outcome and recommendations arising from the recently commissioned unmet demand survey relating to hackney carriage provision in Chorley.

Halcrow Group Limited had undertaken the survey for the authority and a representative from the group, Katie Dixon, presented their findings to Members. The unmet demand survey had been undertaken during June, July and August 2012 and had concluded that there was no significant unmet demand in Chorley. A number of options were then outlined that included:

1.    Maintain the current limit of 36 Hackney Carriage vehicle licences.

2.    Issue any number of individual plates.

3.    Remove the numerical limit.

It was further recommended that the Council investigate the potential of the provision of a taxi rank at Chorley Railway Station and Chorley Hospital. Members however noted that any proximate provision of a rank at these locations would need the consent and cooperation of Network Rail and the Hospital Trust as the land owners.

Members made several observations and discussed the survey results in full.

RESOLVED

1.    That the Council maintain its current limit of Hackney Carriage vehicle licences in Chorley.

2.    That the authority undertakes a feasibility study to explore the provision of taxi ranks at Chorley Hospital and Railway Station.
