To promote economic growth in Chorley and generate revenue, support and make Strawberry Fields financially sustainable.
Other options considered and rejected:
1. To proceed without the grant of a lease would place both parties at significant legal risk.
2. Not to grant the lease would lead to the Council forsaking the rental and service charge income that would be received in the longer term.
