30/03/2020 - CHIEF EXECUTIVE AND SECTION 151 APPROVAL FOR THE PAYMENT OF COVID-19 BUSINESS GRANT PAYMENTS AS DIRECTED BY CENTRAL GOVERNMENT ref: 8646    Recommendations Approved

In response to the Coronavirus the Government announced there would be further support for small businesses and businesses in the retail, hospitality and leisure sector. A grant payment would be made to qualifying ratepayers administered by the Local Authority.
The Government have provided guidance and eligibility criteria.
The cost of the scheme will be funded by way of a S.31 grant payment from government on 1 April 2020 to cover the cost of providing grant payments to eligible businesses.
The council is administering and managing the schemes essentially on behalf of government and is responsible for the administration and payment of the grant monies. The additional costs involved in the administration of this scheme is intended to be reimbursed by the government using new burdens funding.

1.         That the existing service provider (Preston Care and Repair) is to be retained as the Council’s appointed sub-contractor to deliver Handyperson and Affordable Warmth services.

 

2.         That a sum of up to £45,000 is made available for Handyperson and Affordable Warmth services during 2020-21, with £30,000 funded via Better Care Fund and £15,000 from the Council’s own reserves.

 

3.         That the Executive Member notes that the Monitoring Officer has approved the request to waive the Council’s Contract Procurement Regulations (CPRs) on the basis of there being ‘’other circumstances which are genuinely exceptional and not of the Council’s own making’’.
