30/03/2020 - CHIEF EXECUTIVE AND SECTION 151 APPROVAL FOR THE PAYMENT OF COVID-19 BUSINESS GRANT PAYMENTS AS DIRECTED BY CENTRAL GOVERNMENT ref: 8646    Recommendations Approved

In response to the Coronavirus the Government announced there would be further support for small businesses and businesses in the retail, hospitality and leisure sector. A grant payment would be made to qualifying ratepayers administered by the Local Authority.
The Government have provided guidance and eligibility criteria.
The cost of the scheme will be funded by way of a S.31 grant payment from government on 1 April 2020 to cover the cost of providing grant payments to eligible businesses.
The council is administering and managing the schemes essentially on behalf of government and is responsible for the administration and payment of the grant monies. The additional costs involved in the administration of this scheme is intended to be reimbursed by the government using new burdens funding.

08/04/2020 - Covid-19 Response: Budget ref: 8621    Recommendations Approved

PURPOSE OF REPORT
To seek approval of the establishment of a budget to support the Council’s response to the Covid-19 pandemic.
BACKGROUND
Covid-19 and the subsequent move to Delay has had significant impacts for residents and businesses in the borough. The direction to stay at home and socially distance, the closure of shops and businesses which is a consequence of this directly effects the social, health and economic well-being all of society.
Given the scale of the pandemic it is understandable the Government is giving a measured response, however, it has to be recognised that there is an urgent need at local level which is not being met. Chorley Council recognise that whilst these responses are comprehensive there are gaps and we are best placed to identify appropriate local levels of support.
The council obligations to quickly support its community and businesses are apparent and in order to do this it is proposed to create a £1m Covid-19 Response Budget. This will be used to establish schemes and initiatives that support those in need where other forms of support are inadequate or do not exist.
REASONS FOR THE DECISION
The Covid-19 Pandemic has had an unprecedented impact on the United Kingdom, affecting businesses, individuals and in particular the most vulnerable in society.
This Government have set out a suite of support measures including financial support. However, this Council recognises the importance of a speedy response to issues that arise particularly for those with health issues or on low incomes. While the national schemes are welcomed, local support will also be required. The proposed budget will enable the Council to set up local support schemes quickly to ensure help is given to those who need it quickly.

08/04/2020 - Suspension of Car Park Charges for COVID-19 ref: 8620    Recommendations Approved

Decision:

1.         To approve the suspension of all car park charges made on council operated sites until such time as Government restrictions on retail & leisure businesses are lifted.

 

2.         To approve the suspension of parking enforcement on all council operated sites until such time as Government restrictions on retail & leisure businesses are lifted.

 

3.         To note that people with active parking permits may request refunds for any full outstanding months left unused in their term and permits are unlikely to be renewed.
