1.   To not compensate the effected tenants for the disruption to access to their business, but this was rejected as the council would be in breach of its lease.

2.   To not facilitate the conference being held at Astley, which was rejected as it would miss the opportunity to raise Chorley’s profile, and the associated economic benefits.

1.   A local lettings policy is required to ensure the bungalows in CBC ownership are allocated in a fair and transparent manner.

2.   Bungalows, specifically, have been identified as not being provided for through normal Registered Provider channels and there is a shortage on the private rental market.

1.         To use the existing Select Move policy to allocate the bungalows to general need and not to develop a separate locally lettings policy. This was rejected as the purpose of the council buying bungalows was as a step-down accommodation for over 55’s to free up larger family accommodation.

1.   Approval of the recommendations will enable the ICT service to develop into a shared service with a single operating model, as previously agreed by both councils. This includes the introduction of shared service management to lead the shared vision and direction of ICT, and a service development outline to transform and align the service within a single operating model.

 

2.   Implementing the review in a staged approach reflects feedback collected through staff engagement in the informal consultation for the review and will allow greater 1:1 support and consideration to be made for the whole service restructure.
