Recommendations approved.

1.         The Executive Member for Resources approves:

a.         payment of the mandatory Test and Trace Support Payments in line with current government guidance.

b.         payment of the discretionary scheme as outlined at Appendix 1.

c.         the process for administering the discretionary payment scheme in line with the government guidance and the council’s own procedure as outlined in the Councils Test & Trace Support Payment Process.

d.         A budget of £93,498.88 is approved to make payments and manage the scheme. This will be funded through Government funding detailed in the operational guidance.

e.         That delegated authority is given to the Director of Customer & Digital, S151 Officer and Chief Executive to amend the process subject to any further announcements from Government. This will allow the council to respond to any changes as quickly as possible whilst ensuring compliance with Government and Council regulations.

b.         payment of the discretionary grant as outlined at Appendix 1.

c.         the process for administering the discretionary payment scheme in line with the government guidance and the council’s own procedure as outlined in the Councils Local Restrictions Support Grant Process.

d.         that delegated authority is given to the Director of Customer & Digital, S151 Officer and Chief Executive to amend the process subject to any further announcements from Government. This will allow the council to respond to any changes as quickly as possible whilst ensuring compliance with Government and Council regulations.

That the grant be approved. 

1.         To approve the use of the UK Leisure Procurement Framework to conduct development projects at Leisure centres.

2.         To approve that the decision for the scope of the works to be conducted be delegated to the Executive Member for Early Intervention and approved via the executive member decision process.

To approve the RP Partnership Framework for consultation.

To approve the Corporate Performance Framework as a shared policy document.

1.         To agree to the proposed names for the development and the process for choosing a name, which involves an opportunity for residents to vote on their preferred name.

2.         To agree the draft allocations policy for consultation with the bodies identified at Paragraph 27.

3.         To delegate to the Executive Member for Homes and Housing Authority to amend the policy following the consultation responses being considered.

4.         To delegate to the Executive Member for Homes and Housing authority to approve and adopt the allocations policy, in current or amended form.

5.         To delegate the signing of the S185 agreement (sewer abandonment), S247 agreement (stopping up order of Silverdale Road) and the S278 (road works) agreement to the Director of Commercial Services.

6.         To delegate the signing of the getting building funding agreement to Executive Member (Resources).

1.         To note the full year forecast position for the 2020/21 revenue budget and capital investment programme.

2.         To note the forecast position on the Council's reserves.

3.         To note the capital programme to be delivered in 2020/21 to 2022/23
