Election of the Mayor for the Council Year 2013/2014 Minutes: It was moved by Councillor Eric Bell and seconded by Councillor Greg Morgan that Councillor John Walker be elected as Mayor of the Borough of Chorley for the forthcoming Council Year.
RESOLVED – that Councillor John Walker be elected as Mayor for the Borough of Chorley for the forthcoming Council Year.

The Mayor signed the declaration of acceptance of office and thanked all present for his election as Mayor. He informed Members that he would be undertaking fundraising activities throughout his Mayoral year in support of the Alzheimers Society; Derian House and smaller local charities. He introduced his wife, Mrs Marie Walker as his Mayoress for the year. |

Election of the Deputy Mayor for the Council Year 2013/14 Minutes: It was moved by Councillor Anthony Gee and seconded by Councillor Steve Holgate that Councillor Roy Lees be elected as Deputy Mayor of the Borough of Chorley for the forthcoming Council Year.
RESOLVED – That Councillor Roy Lees be elected as Deputy Mayor for the Borough of Chorley for the forthcoming Council Year.
The Deputy Mayor signed the declaration of acceptance of office and introduced his wife Mrs Margaret Lees as his Deputy Mayoress for 2013/14. |

Presentation and Vote of Thanks to the Retiring Mayor The Retiring Mayor, Councillor June Molyneaux will be presented with a portrait, medallion and plaque bearing the Borough Coat of Arms as a token of thanks for her year of office.

The Retiring Mayor to address the Council. Minutes: The Mayor presented the Retiring Mayor, Councillor June Molyneaux with a portrait of herself in the Mayoral robes; a past Mayor’s badge of office; and a plaque bearing the Council’s Coat of Arms, as tokens of her past year of office as Mayor of Chorley. The Retiring Mayoress, Mrs Florence Molyneaux was presented with a past Mayoress’s badge of office.
Political group leaders paid tribute to Councillor Molyneaux’s Mayoral year which had included some very significant dates and events, the Olympics in London and the Olympic Torch being paraded through Chorley; events to celebrate the Queen’s Diamond Jubilee, including meeting HRH the Queen in Hyndburn in 2012. Councillor Alistair Bradley, Executive Leader referred to the enthusiasm and sense of fun which Councillor June Molyneaux had brought to the role and congratulated her on a very successful year.
Councillor June Molyneaux responded referring to a very enjoyable year and the pride and pleasure she had had in fulfilling the office of Mayor. She thanked Councillor Bradley for his support as Executive Leader of the Council; Reverend Cox for serving as her Chaplain; and the Mayor’s Secretary and Civic Attendants for their valuable assistance. She also thanked her mother, Mrs Florence Molyneaux for acting as her Mayoress for the year. Charity fundraising throughout the year had totalled over £7500. She presented a gift to the Council for use in the Mayor’s Parlour. |

Appointment of the Executive Cabinet for 2013/2014 To receive a report of the Executive Leader on appointments to the Executive Cabinet for 2013/2014 (to follow). Minutes: Councillor Alistair Bradley, Executive Leader informed the Council of his appointments to the Executive Cabinet for 2013/14 including a number of portfolio champion roles which would replace the role of lead member and which (subject to IRP approval) would receive an appropriate allowance.
He paid tribute to the work of Councillor Peter Goldsworthy who had stepped down from the role of Leader of the Conservative Group and had been replaced by Councillor Greg Morgan.

Appointments to Committees and Other Council Positions for 2013/2014 PDF 475 KB To approve the appointment of Members to Committees, other bodies and positions on the Council and to note shadow appointments for 2013/2014.
A schedule of nominations will be circulated (enclosed). Minutes: The Council considered a schedule of nominations for the appointment of committees, working groups and panels in accordance with the political balance of the Council, together with nominations to Chair and Vice Chair positions and a list of shadow portfolio and support members.
Councillor Greg Morgan, Leader of the Conservative Group expressed his disappointment that once again the ruling group had chosen to take the position of Chair on the Overview and Scrutiny Committee and this point was echoed by other Members of his Group. However the Conservative Group would take part in the scrutiny process this year and put forward nominations to the Committee.

Councillor Greg Morgan, Leader of the Conservative Group proposed and Councillor Paul Leadbetter seconded, that one representative on the Heapey and Wheelton Village Hall Committee should be taken by Councillor Alison Hansford as a ward councillor. On being put to the vote the proposal was LOST.

Urgent Notice of Motion: Local Plan for the Borough of Chorley The Mayor has agreed to accept the following proposed motion on the agenda from the Conservative Group on the basis of urgency.
The Conservative Group have submitted the following Notice of Motion:
“We propose that Chorley Council acts in unison by forwarding a letter, jointly signed by the party leaders, urging that the Secretary of State Eric Pickles takes action to bring to a close the process of agreeing a Local Plan for the Borough of Chorley. We believe that this is a matter of urgency and should enjoy unanimous support from all parties.”
Councillor Greg Morgan Leader of the Conservative Group Minutes: The Mayor had agreed to the following notice of motion proposed by Councillor Greg Morgan as Leader of the Conservative Group, and seconded by Councillor Paul Leadbetter as Deputy Leader of the Conservative Group, being considered by the Council on the grounds of urgency:

We believe that this is a matter of urgency and should enjoy unanimous support from all parties.”
Councillor Alistair Bradley, Executive Leader welcomed the motion, but asked Councillor Dennis Edgerley as the Executive Member for LDF and Planning, to clarify and expand on the issues causing the delay in the approval of the Local Plan.
Councillor Dennis Edgerley referred to the Inspector’s view that the Council’s gypsy/traveller assessment, which is valid until 2016 is inadequate and a new assessment will be undertaken in partnership with Preston and South Ribble Councils. He also referred to two other key elements which were contributing to the delay and which could be included in the letter, suggested by the motion. These were: · a request of the Inspector to identify land for house building to allow for a slippage of 10% (approximately 500 dwellings). This was felt to be excessive and the Council were seeking to have this reduced. · the Inspector’s challenge to the Council’s policy on protecting greenfield sites and ensuring the recycling of brownfield sites.
Councillor Edgerley suggested that an early discussion between Party Leaders take place to agree the contents of the letter and the possibility of a delegation to see a Planning Minister which Lindsay Hoyle MP had offered to facilitate.
RESOLVED - That the motion submitted by Councillor Greg Morgan receive all party support and an early meeting of Party Leaders take place to agreed both the contents of the Letter to the Secretary of State, Eric Pickles and a delegation to see a Planning Minister about the approval of the Local Plan for Chorley.
